Pewter City Main Quest Beat Sheet

Purpose of Pewter City

Pewter City should function as the player’s first real “settled town” after the wilderness of Viridian Forest. It is quiet, old, and grounded, but there is something uneasy beneath the calm.

The required quest path should do three things:

  1. Introduce Pewter as a rustic mountain town with a fossil/mining identity.

  2. Establish fossils as valuable, contested objects.

  3. Force the player to earn passage forward by defeating Brock.


Pewter City Required Quest Flow

  1. Arrival from Viridian Forest

Location: South entrance of Pewter City Required: Yes

The player exits Viridian Forest and enters Pewter City.

The mood shifts immediately. The forest was wild and maze-like; Pewter is open, quiet, and stone-heavy. Houses are simple, roads are dusty, and the mountains loom in the background.

A local NPC can greet or redirect the player:

“You made it through the forest? Then you’re tougher than you look. Welcome to Pewter City. Not much happens here anymore… except at the museum.”

This sets up the museum as the emotional center of the town.


  1. The Museum Is Introduced

Location: Outside Pewter Museum Required: Yes

As the player explores, they are naturally funneled toward the museum. This can happen through NPC blocking, dialogue, or a short scene.

The player sees:

museum staff arguing quietly

a guard outside the building

fossil researchers looking nervous

townspeople whispering about a theft

The player learns that a fossil has been stolen from the museum.

Important information delivered here:

Pewter Museum preserves fossils from the nearby mountains.

Fossils have become valuable to collectors.

Someone broke in recently and stole one.

Rumors say scavengers are active near Mt. Moon.

The authorities suspect organized criminals, but no one says “Team Rocket” directly yet.

This keeps Team Rocket looming without fully centering them.


  1. Forced Museum Visit

Location: Pewter Museum Required: Yes

The player must enter the museum before challenging Brock or leaving town.

Inside, the player meets the fossil experts.

The museum should feel old, proud, and underfunded. Fossils are treated almost like sacred local history rather than just science objects.

The fossil guys explain the theft:

“These fossils aren’t treasure. They’re history. But collectors pay outrageous prices for them, and that attracts the wrong kind of people.”

They mention that several fossil beds near Mt. Moon have recently been disturbed.

The player is shown the empty display case where the stolen fossil used to be.

This creates the delayed payoff: the player will later find that fossil in Mt. Moon.


  1. Brock Is Introduced as Town Protector

Location: Museum or outside Gym Required: Yes

Brock appears during or after the museum scene.

He is not just “the Gym Leader”; he is also a respected local figure. In a quiet town like Pewter, he serves as a protector, guide, and stabilizing presence.

He may be speaking with the museum staff when the player arrives.

Possible Brock dialogue:

“Mt. Moon has always drawn fossil hunters. But lately they’ve gotten bolder. If they’re willing to steal from the museum, they’ll do worse out in the tunnels.”

Brock notices the player is a trainer.

“You came here for the Gym, right? Then show me what kind of trainer you are. If you can beat me, you’ll be ready for the road ahead.”

This makes the Gym battle feel connected to the main quest, not just a badge checkpoint.


  1. Gym Challenge Becomes Mandatory

Location: Pewter Gym Required: Yes

The player must challenge Brock to continue toward Route 3 and Mt. Moon.

The Gym is framed as a test of readiness.

Brock’s role:

He tests whether the player can handle tougher terrain.

He warns that Mt. Moon is dangerous.

He knows something is wrong but cannot leave the town undefended.

He indirectly sends the player toward the next major conflict.

Before battle:

“The mountains don’t care how confident you are. Rock is patient. Rock waits. Show me you can stand firm.”


  1. Defeat Brock

Location: Pewter Gym Required: Yes

The player battles Brock.

After defeating him, Brock gives the Boulder Badge and a TM.

He then gives the player more context about Mt. Moon.

“You’ve got strength, but strength alone won’t be enough. Keep your eyes open in Mt. Moon. If someone stole that fossil, they probably didn’t stop at one.”

This is where the fossil theft becomes a forward quest hook.

The player now understands:

the stolen fossil is probably somewhere ahead

suspicious people are active near Mt. Moon

the next area is not just a cave, but the continuation of Pewter’s crisis


  1. Route 3 Exit Opens

Location: Eastern exit of Pewter City Required: Yes

Before Brock is defeated, the route east is blocked.

The blocker should feel diegetic, not artificial. Options:

Option A: Brock’s Gym Trainer blocks the way

“Mt. Moon’s dangerous right now. Brock says only trainers with a Boulder Badge should head east.”

Option B: Museum guard blocks the way

“We’re investigating the fossil theft. If you’re heading toward Mt. Moon, you’ll need Brock’s approval.”

Option C: Town elder blocks the way

“Young trainers rush into the mountain and get hurt. Beat Brock first. Then maybe you’re ready.”

After Brock is defeated, the path opens.

The NPC acknowledges the badge:

“Boulder Badge, huh? Brock trusts you. Go on, but be careful near Mt. Moon.”


Required Beat List

Beat 1 — Enter Pewter City

The player arrives from Viridian Forest and enters a quiet, mountainous town with a fossil/mining identity.

Beat 2 — Hear About the Museum

NPCs point the player toward Pewter Museum. The town feels unsettled.

Beat 3 — Discover the Fossil Theft

The player visits the museum and learns that a fossil was stolen.

Beat 4 — Learn About Fossil Scavenging

Museum fossil experts explain that fossils near Mt. Moon are being illegally scavenged and sold to collectors.

Beat 5 — Meet Brock

Brock appears as both Gym Leader and local protector. He links the town’s fossil problem to the dangerous road ahead.

Beat 6 — Challenge Brock

The player must enter Pewter Gym and face Brock to prove they are ready for Mt. Moon.

Beat 7 — Win the Boulder Badge

The player defeats Brock and receives the Boulder Badge.

Beat 8 — Brock Warns About Mt. Moon

Brock tells the player to watch for suspicious activity near Mt. Moon.

Beat 9 — Route 3 Opens

The player is allowed to leave Pewter City and continue toward Mt. Moon.


Clean Main Quest Version

This is the simplest non-optional version:

  1. Player enters Pewter City.

  2. Player is directed to the museum.

  3. Player learns a fossil was stolen.

  4. Fossil researchers explain that Mt. Moon fossils are being scavenged.

  5. Brock appears and connects the theft to the road ahead.

  6. Player challenges Brock.

  7. Player defeats Brock and earns the Boulder Badge.

  8. Brock warns the player about Mt. Moon.

  9. Player exits east toward Route 3.


Optional Flavor That Supports the Required Path

These can exist, but should not be required:

A museum side room showing fossil exhibits.

NPCs talking about Pewter’s old mining days.

A miner who says the town used to be louder before the mines dried up.

A child who thinks fossils are “sleeping Pokémon.”

A suspicious visitor asking too many questions about fossil prices.

A museum donation box or broken display case.

A newspaper clipping about black-market collectors.

A locked museum basement that hints at deeper fossil research.


Suggested Main Quest Tone

Pewter should not feel like an emergency. It should feel like a quiet place where something wrong has already happened.

The town is not panicking. It is tense, disappointed, and watchful.

The fossil theft gives the player a reason to care about Mt. Moon before they get there. Brock then becomes the gatekeeper who turns that concern into forward momentum.
